I don't know what these birds were... but DivBy0 
and I are convinced they were playing with us. When we first spotted them they were scattered in the distance... soaring in the thermals along the limestone bluffs lining the east side of the Mississippi River.
Then we stopped and stood by the road watching them and they gradually came to circle us. Seven... or was it eight... of them... looking for lunch?

They look like Turkey Vultures from that angle. The wings, and the shape of the head & beak.
